Understanding License Conversion (外免切替)
License conversion, called Gaimen Kirikae (外免切替) in Japanese, allows holders of valid foreign driving licenses to obtain a Japanese license without attending a driving school.
This is the fastest and cheapest path to a Japanese license — but it has strict eligibility requirements:
- •You must hold a valid driving license from your home country
- •You must have held the license for at least 3 months while actually living in that country
- •You must be a resident of Japan with a valid visa
- •Your license must not have expired (some centers accept recently expired licenses with additional documentation)
The 3-month residency requirement is the most common stumbling block. Japan verifies this by checking your passport entry/exit stamps. If you obtained your license and left the country immediately, you won't qualify.
Required Documents
Prepare these documents before visiting the license center:
- •Foreign driving license (original, not a copy)
- •Official Japanese translation of your license from JAF (Japan Automobile Federation) — costs approximately ¥4,000 and takes 1-2 weeks
- •Passport with entry/exit stamps proving 3+ months of residency in the issuing country
- •Residence Card (在留カード)
- •Juminhyo (住民票) from your local city/ward office — obtained within the last 3 months
- •Two photos (3cm × 2.4cm, taken within 6 months)
- •Fees in cash (approximately ¥2,550 for application + ¥2,050 for license issuance)
Important: If your license was issued in a country where the driving license format is not in Roman characters (e.g., China, Korea, Arabic countries), you may need additional authentication from your embassy.
The Conversion Test Process
The conversion process at the license center involves:
Step 1: Document Review Submit all documents. Staff will verify your license authenticity and check your passport stamps for the 3-month residency requirement. This can take 1-2 hours.
Step 2: Eye Test Standard vision screening — minimum 0.7 combined visual acuity.
Step 3: Written Test (知識確認) A simplified written test with 10 true/false questions about basic Japanese traffic rules. You need 7/10 to pass. This test is available in multiple languages at most centers.

The practical test takes about 10-15 minutes. Drive conservatively, check mirrors frequently, and follow Japanese driving conventions (left-side driving).
Countries Exempt from Practical Test
The following countries have agreements that exempt their license holders from the practical driving test:
- •Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, Monaco, Netherlands, Norway, Portugal, Slovenia, Spain, Sweden, Switzerland, United Kingdom, Australia, New Zealand, Taiwan, South Korea
For these countries, you only need to: 1. Submit documents 2. Pass the eye test 3. Pass the simplified 10-question written test 4. Receive your license (often same day)
- •United States, Canada, China, Brazil, India, Philippines, Thailand, and most other countries
Even if your country requires the practical test, it's much simpler than the regular driving school graduation test. Most applicants pass on their first or second attempt.
Tips for Passing the Practical Test
If your country requires the practical driving test, here are tips for success:
- •Exaggerate your mirror checks — Make visible head movements when checking mirrors and blind spots. Examiners look for this.
- •Drive slowly and carefully — This is not about speed. Drive at 30-40 km/h maximum.
- •Signal early — Signal at least 30 meters before turning (about 3 seconds)
- •Left turns stay tight, right turns go wide — In Japan's left-side driving, left turns should be tight to the left edge, right turns should be wide
- •Come to a COMPLETE stop — At stop signs and stop lines, stop completely for at least 3 seconds
- •Use the correct driving posture — Both hands on the wheel, proper seat position
If you fail, you can retake the practical test on another day. Most centers allow you to book the next available slot, usually within 1-2 weeks.
