How to Get a Japanese Driving License as a Foreigner

Step-by-step guide for foreigners on obtaining a Japanese driving license — from driving schools to license conversion and the complete application process.

Three Paths to a Japanese Driving License

As a foreigner in Japan, there are three main ways to obtain a driving license:

Path 1: Japanese Driving School (自動車教習所) The most common route. You attend an authorized driving school, complete both classroom and behind-the-wheel training, pass the school's internal exams, and then take the official written test at the prefectural license center. Most of the practical training is handled by the school.

Path 2: Direct Application (一発試験) Also called the "one-shot" method. You study on your own and take both the written and practical driving tests directly at the license center without attending a driving school. This is cheaper but has a very low pass rate for the practical test, especially for first-time drivers.

Path 3: Foreign License Conversion (外免切替) If you hold a valid license from another country and can prove you had it for at least 3 months while living in that country, you may be eligible to convert it to a Japanese license. Choosing a Driving School

Most foreigners choose to attend an authorized driving school (指定自動車教習所). Here's what to look for:

  • English-speaking instructors — Some schools in major cities offer instruction in English. Ask before enrolling.
  • Location and schedule — Choose a school near your home or workplace. Most offer evening and weekend classes.
  • Course type — Regular courses (通学) let you attend at your own pace (2-3 months). Intensive residential courses (合宿免許) are held at rural locations over 2 weeks.
  • AT vs. MT — Automatic Transmission (AT限定) courses are shorter and cheaper than Manual Transmission (MT) courses. An AT-only license restricts you from driving manual cars.
  • Regular AT course: ¥250,000-¥300,000
  • Regular MT course: ¥270,000-¥330,000
  • Residential AT course: ¥200,000-¥250,000
  • Residential MT course: ¥220,000-¥270,000

Driving schools provide comprehensive training including classroom lectures on traffic rules, practical driving lessons, and internal tests. After completing the school program, you'll receive a graduation certificate that exempts you from the practical driving test at the license center.

The Driving School Curriculum

An authorized driving school curriculum covers two stages:

  • Classroom: 10 hours of traffic rules and theory
  • Practical: 12 hours minimum (AT) or 15 hours (MT) of in-course driving
  • Topics: vehicle operation, starting/stopping, turning, speed control
  • Internal test: Written test (仮免学科試験) + driving test (修了検定)
  • Result: Provisional license (仮免許)
  • Classroom: 16 hours of advanced theory
  • Practical: 19 hours minimum of on-road driving
  • Topics: highway driving, night driving, emergency maneuvers, parking
  • Internal test: Written test + driving test (卒業検定)
  • Result: Graduation certificate

Taking the Official Written Test

Whether you attended a driving school or are applying directly, you must pass the official written test at your prefectural driver's license center (運転免許センター).

For driving school graduates, the process is:

  1. 1.Bring your graduation certificate, residence card, juminhyo, passport, photos, and fees
  2. 2.Pass the eye test at the center
  3. 3.Take the Honmen written test (95 questions, 50 minutes, 90% to pass)
  4. 4.If you pass, receive your license the same day

For direct applicants, you must pass both the Karimen written test AND practical driving test at the license center, then practice on public roads before taking the Honmen tests.

You can drive in Japan with an International Driving Permit (IDP) from a Geneva Convention signatory country for up to one year. After that, you must obtain a Japanese license. Note: IDPs issued in some countries (like the US, UK, Australia) are accepted, but those from non-signatory countries are not valid.
